Adoption of new policies or changing existing policies is solely the responsibility of the Committee. Policies will be adopted and/or amended only by the affirmative vote of a majority of Committee members when such action has been scheduled on the agenda of a regular or special meeting.
To permit time for study of all policies or amendments to policies and to provide an opportunity for interested parties to react, proposed policies or amendments will be presented as an agenda item to the Committee in the following sequence:
- Distribution with agenda for informational purposes.
- Presentation, invitation for motion, discussion if there is a motion on the floor, and if it is the will of the Committee, a first vote.
- If there are substantial changes to the policy, Step #2 will be repeated. If there are no substantial changes, the policy will be included in the Consent Agenda and can be removed for further review in the subcommittee portion of that meeting by any Committee member. If it is not removed from the Consent Agenda, the policy will be voted, without discussion, according to Consent Agenda protocol.
The Committee may dispense with the above sequence to meet emergency conditions.
Policies will be effective on the date of the second vote or another date defined and approved by the Committee.
