CH: Policy Implementation

The Superintendent has responsibility for carrying out the policies established by the Committee.

The policies developed by the Committee and the procedures developed to implement those policies are designed to increase the effectiveness and efficiency of the district and will be adhered to by all employees and students.

Administrators and supervisors are responsible for informing staff members in their schools, departments, or divisions of existing policies and procedures and for seeing that policies and procedures are implemented in the manner and spirit intended.

Development of Procedures

The Superintendent will be responsible for specifying required actions and designing the detailed procedures under which the district will be operated in accordance with Committee policy.  These detailed procedures will be designed to implement policies, goals, and objectives of the Committee and will be one of the means by which the district will be governed.

In the development of procedures, the Superintendent may involve at the planning stage those who would be affected by the procedures, including staff members, students, parents/guardians, and the public, and will weigh their feedback with care.  The Superintendent will inform the Committee of such counsel by presenting pertinent reports and by presenting draft procedures.

As long as the Superintendent operates within the guidelines of policy adopted by the Committee, he/she may issue procedures without prior Committee approval unless Committee action is required by law, or the Committee has specifically requested to have final approval, or the Superintendent recommends Committee approval.

Affected stakeholder groups will be given enough notice of new procedures so that they can be successfully implemented by the date they are to go into effect.
